Since the Moon circles around the earth in roughly once every 27 days, the moon transits a different Nakshatra each day. Each of the 27 Nakshatras has distinct characteristics and ruled by a particular planet. Each of the nakshatras have 4 pada, so totalling all the padas to 108, which has a special meaning. The 27 nakshatras (constellations) of Vedic Astrology occupy the 12 signs spanning 360 degrees in the heavens. The navamsa is the 9th division of a sign. So there is 12 x 9 = 108 navamsa in a chart. Each navamsa is a pada of a nakshatra. Each nakshatra spans 13.33 degrees and each pada 3.33 degrees.
